I have a water fountain and the front decorative stone came apart from the water dispensing stone part. What can I use to glue the two parts back together? Keep it mind that it also need to be water resistant.

I recently got a decorative fountain for my room, and I want to keep the cat from drinking the water from it. She always has fresh water in the cat fountain I bought for her, but she just seems to prefer my other fountain. Her fur will clog it, and it can break.. and I really don't want to have to clean it out every day. Is there something inexpensive that I can put in the water that won't harm her, but will keep her from drinking it? Thank you so much!
