I'm looking for one with high water sound yet a quite pump.

I have 4 in my house. I'm not in love with any of them so I wouldn't recommend them. The trick is to get one that plugs into the wall instead of running on batteries. The batteries wear out way too fast.

I have had many of them (all electric) and found that the pumps do not last all that long. Sound is determined by the height the water falls from. This is also what makes a mess on whatever it is sitting on. I always had mist build-up around the fountains.

Adagio makes the highest quality fountains, the pump is fairly quiet (can’t hear at all) and the water sound is really good. They are fairly high priced relative to other water features but the quality is worth it.
If you are trying to keep the price down then I would suggest Kenroy Home fountains, the guality is still very good and price is excellent. To get the most sound pick a fountain that has more than one “splash” area on the fountain (the aqueduct fountains are usually the best).
