Resting a pot full of stones on top of an upturned empty pot makes it top heavy, that is then easy for a child to knock over.
Wind should also be taken into consideration. If the falling water is higher than the bowl is wide, a slight breeze can blow the water onto the surrounding area and not back not the bowl, so emptying the main bowl. Not good for the pump.
Ideally the jet height should be no more that half the pool diameter.
