How to operate Innovage Home Collection tranquility fountain?

I recently bought an Innovage Home Collection - Cordless Feng Shui tranquility fountain but it didn't come with instructions and I'm pretty confused on how to operate it?

Please send a detailed list of instructions or a web page. Thanks!
I think I might take it back but first - how do I put the water in to check to make sure it does work? And what it that small plastic thing do underneath the sand compartment?

This may not be what you want to hear, but TAKE IT BACK! This particular fountain is commonly known to be defective. I bought 2 as gifts and they were given back to me to return. I went online to check the history of this fountain and saw LOTS of complaints about it.
