I already got the fountain in my city and threw an axe in like,thousands of times!On some websites they said it's a chance to get one,but so far I had no good chances!Is there a specific way to get one more easily?

It's completely random. It took me 5 times to get a silver axe, then at least another 10 before I got the golden axe.
